Led by Dr. Jill Laureano-Surber, our team is proud to serve the Watertown community with thoughtful, evidence-based care..
Dr. Jill Laureano-Surber, D.O.
Doctor of Osteopathic Medicine, Family Medicine Physician
Dr. Jill Laureano-Surber grew up in Carthage, New York, where she attended Augustinian Academy through eighth grade before graduating from Carthage Central High School in 1995.
She began her higher education at St. Lawrence University in Canton, studying Biology and Pre-Medicine for two years before transferring to Boston College. There, she completed a Bachelor of Arts in Theology, graduating cum laude in 2000. After college, she worked as a paralegal in Boston, then transitioned into a career in sales management in San Diego. While working with an independent startup, Z57, Inc., she discovered a strong interest in entrepreneurship and leadership.
Her passion for healthcare ultimately led her to pursue medicine, and she earned her Doctor of Osteopathic Medicine degree from the University of New England College of Osteopathic Medicine in 2011. She went on to complete her Family Medicine residency at Samaritan Medical Center through the University of New England, finishing in 2014. Immediately after graduation, she opened Family Medicine of Northern New York on August 1, 2014, the very next business day after completing residency.
Throughout her medical career, Dr. Laureano-Surber has also contributed to academic medicine, teaching subjects such as Biology, Genetics, and Osteopathic Manipulative Treatment (OMT) at both Lake Erie College of Osteopathic Medicine and the University of New England. She is actively involved in local healthcare leadership through service on the Jefferson Physician Organization and CREDO boards, with a strong focus on improving community health and encouraging future physicians to practice in the North Country. She is also a member of the American Osteopathic Association and the American Academy of Family Physicians.
Her approach to care blends evidence-based medicine with a holistic perspective, incorporating lifestyle medicine such as yoga, meditation, tai chi, and plant-forward nutrition alongside modern clinical practice.
Dr. Laureano-Surber lives in Watertown, New York, with her husband, Anthony Surber, and her four children. Outside of medicine, she enjoys playing soccer, cooking healthy plant-based meals, and spending time on the St. Lawrence River boating with her family.
Michael O’Hagan, PA-C
Physician Assistant-Certified
Michael A. O’Hagan, PA-C, completed his undergraduate studies at SUNY New Paltz, earning a Bachelor’s degree in Biology in May 2006, along with minors in Chemistry and Mathematics. During his time in college, he strengthened his clinical experience and commitment to patient care by volunteering as an EMT with the New Paltz Rescue Squad, gaining early exposure to emergency medicine.
Following graduation, he worked as an emergency department technician at St. Francis Hospital in Poughkeepsie, New York. That same year, he married his college sweetheart, Alisa. After a year in the ER setting, he was accepted into his chosen Physician Assistant program at Long Island University – Brooklyn Campus. With family ties to Queens and having grown up on Long Island, he embraced living in New York City and completed the 30-month program successfully.
After earning his degree and passing his board certification exam, Michael and his wife, along with their Scottish Terrier Smitty, moved back to the Hudson Valley region. He began his PA career in emergency medicine at Vassar Brothers Hospital in Poughkeepsie. During this time, they welcomed two sons, Caleb and later Owen.
Although he found emergency medicine rewarding, Michael and Alisa wanted to be closer to extended family, leading them to relocate to the North Country, where Alisa is originally from. There, he continued his work in emergency care at Samaritan Medical Center Emergency Room in Watertown, New York, while their family continued to grow with five additional children: Abby, Skyler, Sean, Caroline, and Wesley. As the demands of a large family increased, a transition became necessary.
Michael ultimately joined Family Medicine of Northern New York, where he has found great fulfillment working closely with patients in a primary care setting. While the first winters in Upstate New York were an adjustment, he eventually grew to appreciate the region and its lifestyle. Outside of medicine, he enjoys hiking, spending time outdoors with his children, following baseball—especially the Mets—and coaching youth Little League. He currently lives happily with his family in Adams, New York.
Hali Reid, FNP-C
Family Nurse Practitioner-Certified
Hali Reid, FNP-C, was born and raised in Carthage, New York, where she graduated from Carthage High School in 2013. Shortly after, she began her nursing education at SUNY Canton, earning her Associate Degree in Nursing in 2015. That same year, she married her high school sweetheart in December.
In July 2015, she relocated to Colorado due to her spouse’s military service, where she began her nursing career in long-term care. She later expanded her experience through travel nursing assignments across multiple settings, including long-term care, rehabilitation, and medical-surgical units. During this time, she also began working toward her Bachelor of Science in Nursing in 2016.
Halfway through her BSN program, she welcomed her son, Eli, who was born prematurely at 32 weeks. Their family spent five weeks in the NICU, an experience that deeply shaped her both personally and professionally. Despite these challenges, she completed her BSN just 11 months later, graduating in 2018.
In 2019, Hali and her family returned to New York to be closer to loved ones, and she stepped into a leadership role as a long-term care supervisor. In 2020, she chose to further advance her career and began her Master of Science in Nursing to become a Family Nurse Practitioner. While completing her graduate studies, she balanced two jobs in long-term care and medical-surgical nursing. She graduated in 2022.
She began her Nurse Practitioner career in women’s health and later welcomed her daughter, Peyton, into the family. Seeking a new direction in her professional journey, she transitioned into her current role at Family Medicine of Northern New York in January, where she has found a rewarding and fulfilling fit.
Outside of work, Hali enjoys life with her family, especially camping and supporting her children in their activities. Her son Eli is an avid go-kart racer at Can-Am and Weedsport, keeping the family busy at the track throughout the summer months. They are also passionate hockey fans, cheering on the Pittsburgh Penguins while also supporting their local Watertown Wolves.

What our clients say
The staff here is always welcoming and kind, which makes visits much easier. I’ve never had any issues rescheduling appointments or getting in to see my provider when needed. Everything feels organized and patient-focused, and I always feel like I’m in good hands. Highly recommend for anyone looking for reliable, friendly medical care in the area.

Dr. Jill and her staff are as good and better than anything you will find at Samaritan or elsewhere in Watertown. I go to this office regularly and would be hard pressed to find anything to complain about. I visit a lot of medical practitioners. Everybody seems to be on the ball to me. A+

—Mackenzie C.
My first time at LaSur for cosmetics…was able to be seen in a more than timely manner!
I’ve seen Crystal before at another providers establishment. She was extremely professional which made it easy to schedule with her.
Loved the service from check in with Sara to my treatment.
—Jolie C.
We moved here after deciding to switch doctors, and we are glad we did. The doctors are very caring, take time to listen to their patients and easy to reach if we have a question. We usually show up a couple minutes early and get right in at our appointment time. We’ve never had to wait long in the exam room, and we’re out quickly and on with our day.
—Christina Marie K.
I've been going to this practice since moving to the area in 2017. Dr. Laureano-Surber is excellent and takes her time during my visits. The staff is also kind and attentive.
